Which photo editing program is the very best but not too expensive to cut/add certain pieces in/out of pic?

I have been using Corel and am not thrilled with it. I need an editing program that I can add/delete objects/people as well as all other basic editing functions such as sepia, black & white, color enhancement/adjustment, cropping, etc…. Any help would be much appreciated!

Paint.net is also free. I like it a little better then Gimp but also use Corel and Photoshop for the serious stuff.

    The GIMP works very well. It’s almost like a clone of Photoshop except it’s smaller and free. You will need GTK Runtime Environment to use it, however it’s worth it :)

    Download photoshop but save the instalation file. Install it as a trial version. When it runs out of time, uninstall and reinstall. Sure it’s anoying, but its free.
